When a modeling agent is interested in submission photos and wants to present to men's board....?

1. depends. NEVER GO ALONE. make sure its completely proffesional and copyright and what not. BE SAFE.
2. Is the modelling agency asking you, yourself to get photos done? If so, its a rip off. Real models dont have to pay a dime to have any photos taken. The agency takes care of that. A good thing for any young person to know is if any "agency" asks you to spend a dime of your own money to become a model...its a scam.
