Why don't the police stop people approaching you on the street in London asking if you want to be a model?

I was walking in London yesterday and Three (very seedy looking men) approached me asking if i wanted to go for a photo shoot... Its just wrong!!!!

1. coz they have already been there! Or may be they are undercover cops!
2. Because undercover Cops have been known to RAPE young woman..
